Pflugerville City Council is scheduled to vote September 8 on a proposed property tax rate of $0.5436 per $100 of taxable value for fiscal year 2027.

The proposal is higher than the city’s current FY 2026 rate of $0.5350. The difference is $0.0086 for every $100 of taxable value. A higher rate does not by itself determine the change in an individual bill: the final amount also depends on the property’s taxable appraisal and any applicable exemptions.

The city’s published no-new-revenue rate is $0.5407 per $100. That is a statutory comparison designed to show the rate that would generate approximately the same revenue from properties taxed in both years, after the adjustments required by Texas law.

How the proposed rate is divided

The proposed $0.5436 rate contains two components:

  • $0.2610 for maintenance and operations, which supports day-to-day city services; and
  • $0.2826 for debt service, which supports the city’s eligible debt payments.

Compared with the current rate, the maintenance and operations portion would increase by $0.011 per $100 of taxable value, while the debt-service portion would decrease by $0.0024.

Council material says the figures were calculated using certified property values from the Travis and Williamson central appraisal districts. The proposed amount matches the city’s voter-approval rate, the threshold used under state law to determine whether an election may be required.

What happens at the September 8 meeting?

The council set $0.5436 as its maximum proposed rate on August 11. The September agenda calls for the tax ordinance to be considered on first and final reading, allowing adoption in one meeting if it receives the required support.

Because the proposed rate exceeds the no-new-revenue figure, at least 60% of the seven-member council must vote for it. That means a minimum of five affirmative votes.
