The operator of West Pecan could open a cafe and grab-and-go service inside Pflugerville’s new City Hall under a lease going before City Council on September 8.
The proposed tenant is Two Brews LLC, which operates West Pecan at 100 W. Pecan Street. The City Hall space is Suite 101 at 605 E. Main Street.
Council members are being asked to consider the lease on first reading. It has not yet been approved, and the agenda record says operation in the building remains dependent on construction progress.
Proposed rent and term
The lease would begin on or about November 2, 2026, and run until January 1, 2030. The proposed delivery date is the point when the city can allow the tenant to operate in the building, subject to construction.
Rent for the first year would total $15,600. Monthly payments of $2,600 would begin 180 days after the delivery date.
For the second and third years, the agreement sets annual rent at $31,200, paid in monthly installments of $2,600. Rent would move to fair market value from the fourth year.
The proposed tenant would also be responsible for maintenance and repairs, common-area maintenance, utilities and insurance. A security deposit equal to one month’s rent would be required.
The council record describes the cafe as part of an attempt to make the new City Hall a place residents use beyond municipal appointments. That policy aim does not change the financial terms or remove the need for council approval.
The papers identify West Pecan’s existing downtown operation and its grab-and-go model as reasons the business was selected for the proposed space. They do not state a confirmed public opening day for the City Hall service.
Residents should therefore treat November 2 as the approximate start of the lease rather than a guaranteed cafe opening date. Construction and the council process could affect the timetable.
